Clinical Chair – Dr Peter Bibawy
Dr Peter Bibawy is a GP in Aldershot and has served as the CCG's Medical Director and Clinical Director for urgent care. He was elected as Clinical Chair of the CCG in September 2018, having served as acting Clinical Chair since April 2018.
As Medical Director of the CCG Peter is responsible for clinical oversight of project delivery across all work streams; development of the Clinical Leadership/Leads; and workforce development in New Models of Care.
Peter is passionate about improving patient care through delivery and innovation. He has been part of the CCG vanguard team and is the named secondary care integration lead. He leads on the clinical leadership development across the Frimley STP through the newly founded 2020, a whole system leadership programme.
Chief Executive of the Hampshire and Isle of Wight Partnership of CCGs – Maggie Maclsaac
Maggie MacIsaac joined the NHS as a graduate nurse. Since completing the NHS national management training scheme, Maggie has worked in many sectors of the NHS – locally, regionally and nationally - acquiring considerable experience in the value of strong partnerships. During her career she has served for many years in Director and Chief Executive roles.
She is passionate about working with partners on new ways of delivering change to positively transform healthcare and experiences for patients and the wider community.
Maggie said: “I am committed to improving the way health and social care is delivered in our communities in North East Hampshire and Farnham. Our patients, families and communities will see health services develop and become more accessible in the community and more responsive to their needs as a result of our successful partnerships."
Maggie was the Chief Officer of North East Hampshire and Farnham CCG from July 2012 until April 1, 2017, when she formally took up the role of Chief Executive of the new Hampshire CCG Partnership, comprised of North East Hampshire and Farnham, North Hampshire, South Eastern Hampshire and Fareham and Gosport CCGs. On April 1, 2018, the Partnership expanded to include the Isle of Wight CCG.
Lay Member with Governance Portfolio and Chairman of the Board for the Hampshire and Isle of Wight Partnership of CCGs – Peter Cruttenden
Peter spent 30 years with IBM, including time as Chief Financial Officer and a Board member of IBM’s UK subsidiary.
Being partially deaf, he’s very interested in opportunities for improving services to support deaf and hard-of-hearing people. He spent a decade with the Royal National Institute for Deaf People (now called Action on Hearing Loss) where he was Honorary Treasurer and Vice Chair.
Peter said: “I’m a strong supporter of the ambitions of our CCG to improve the local focus and effectiveness of our health and care services. I want to use my experience of finance, audit and good governance to contribute to the continuing development of the CCG.”Peter is also the CCG's Conflicts of Interest Guardian.
Lay member for Patient and Public Involvement - Kathy Atkinson
Kathy's background is in the voluntary sector, having led a number of charities at regional and national level. She worked for Voluntary Service Overseas and has also been a management consultant to not-for-profit organisations.
Currently Kathy works part time as Chief Executive for RAISE, a regional charity based in Guildford, which acts as a link between statutory health bodies and the local voluntary sector.
She said: “I still consider myself a novice in health and social care and hope to turn this to advantage in helping the CCG develop its ability to involve patients and the public throughout its work. I’m also keen to make best use of the varied expertise and networks that already exist here to influence the CCG's work."
Lay Member with Clinical Portfolio – Edward Palfrey OBE
Edward Palfrey is a retired consultant urologist and the former Medical Director of Frimley Park Hospital. He led the clinical integration of services in Frimley Park’s acquisition of Heatherwood and Wexham Park Hospitals NHS Foundation Trust.
During his medical career he worked primarily at Frimley Park, St Thomas’ and BUPA Clare Park Hospitals. He has also held positions on a number of national and regional health quality groups, including serving on the Medical Advisory Committee and Quality Committee of Monitor (now part of NHS Improvement).
He said: “I have always held the beliefs that clinicians and patients were best-placed to shape and lead clinical care, that the quality of that care was one of the most important issues both to be developed and publicised and that the health economy was the body that was best-placed to develop local care.”
Lay Member – Elaine Budd
Elaine is a seasoned senior executive with experience of operating at board level. Before joining the CCG she had spent 21 years working for BT Plc, most recently as Chief Operating Officer.
Elaine has considerable stakeholder management capabilities and commercial experience, all driving towards greater customer focus. Her leadership style is to encourage her teams to continuously improve and deliver better results, whilst maintaining an environment based on trust, respect and professional integrity.
She said: “I’m delighted to have joined the CCG and to have this opportunity to bring my commercial and transformation experience to the organisation at a time when major changes are required to continue to provide the best public health care service in the world.”
Clinical Director for Primary Care & Planned Care – Dr Steven Clarke
Steven has been GP partner at Branksomewood Healthcare Centre in Fleet since 1991. He has been involved in medical management for many years, and has been part of the CCG’s Governing Body since its inception.
His remit enables him to give a clinical perspective to issues and developments around outpatient services, diagnostics, and elective operations and procedures primarily at Frimley Park Hospital. Steven also chairs the CCG’s clinical executive sub-committee and the clinical leads meeting.
He said: “It's good to be part of a CCG with an excellent team of managers and local clinicians. By working well together, both internally and with other organisations, we are achieving better care and outcomes for our patients.”
Clinical Director for IT, ICT and New Models of Care, Community Services - Dr Karl Bennett
Karl qualified as a doctor at St George’s Hospital in Tooting, before completing his training locally, at Frimley Park Hospital. He joined Hartley Corner Surgery as a GP partner in 2001, leading on IT and diabetes, a role he performed until the practice merged with The Oaklands Practice in 2016 to create the Oakley Health Group, where Karl continues to practice today.
He served as the CCG’s clinical lead for Information Technology for two-and-a-half years before being elected onto the CCG’s Governing Body, where his responsibilities include IT, as well as New Models of Care.
He said: “The two elements are interrelated, so they dovetail nicely. It’s something I’m enthusiastic about as it’s all part of making a patient’s journey as seamless as possible, with the right people involved at the right time. The New Models of Care programme has allowed us to expand what we do locally, treating people nearer to where they live and reducing the need for them to be admitted to hospital, away from their communities.”
Aside from his professional role, Karl is a married father-of-two who loves to cook, and enjoys music, including playing the trombone.
Clinical Director for Planned Care and Medicines Optimisation - Dr Hanne Hoff
Hanne qualified as a doctor in 2003 at St George’s Hospital Medical School in London. Starting off her medical career in emergency medicine and anaesthetics, working at Frimley Park and the Royal Surrey County Hospital, she changed to general practice in 2007 and completed her GP training in early 2009. Since then she has been working as a salaried and locum GP in several practices in the local area, and has been in her current main practice, Crondall New Surgery, since 2014.
After completing a postgraduate diploma in therapeutics in 2012 she joined North East Hampshire and Farnham CCG as Prescribing Lead. Since then she has also sat on the boards for Urgent Care and Children’s and Maternity Services, and was elected onto the Governing Body early 2018 to lead on Planned Care services and Medicines Optimisation.
She said: "I feel passionate about the NHS and its ambitions to deliver a great quality, efficient and equitable health service for those who need it when they need it. Despite the NHS being faced with significant pressures on clinical services at the moment, it is an exciting time to be part of North East Hampshire and Farnham CCG, where we have great opportunities to design and re-design services to achieve better care and outcomes for our local people."
Clinical Director for Primary Care Workforce, Professional Development, Mental Health and Public and Patient Engagement - Dr Martin Ballard
Dr Martin Ballard has been a GP Partner at Downing Street Group Practice in Farnham since 2002, where he is involved in practice management, medical training, and the Farnham Locality development.
Martin was initially a Clinical Lead for the CCG for two-and-a-half years before being appointed as a Governing Body GP in 2019.
His portfolio focuses on Primary Care Workforce, Professional Development, Reducing Variation of Care across the Frimley Health and Care Integrated Care System (ICS), Mental Health and Patient and Public Engagement.
Martin said: "I am delighted to be part of such a forward-thinking and dynamic CCG. I am passionate about ensuring patients receive the best quality care and I feel privileged to be able to contribute to our local healthcare needs and priorities."
Executive Director of Quality and Nursing for the Hampshire and Isle of Wight Partnership of CCGs (Frimley Health and Care Integrated Care System focus) – Emma Boswell
Emma is a graduate of King’s College, London and has worked as a nurse in the NHS for over 20 years.
She has practised in both acute and community services and has extensive experience of nursing, quality management, commissioning and strategic planning.
Emma joined the CCG in 2012 and currently leads on the Quality and Nursing portfolio.
She said: “I’m committed to ensuring the services we buy for our local population are of a high quality and that people receive compassionate and appropriate care, in the right place and at the right time.”
Executive Director of Finance for the Hampshire and Isle of Wight Partnership of CCGs – Roshan Patel
Roshan joined the CCG in October 2013. He previously worked at West Middlesex University Hospital NHS Trust and Hillingdon Hospitals NHS Foundation Trust and came through the NHS graduate management trainee scheme.
His current role is to ensure the CCG operates within its resources and to maintain a high quality patient focus on services.
He said: “I joined the CCG because it is a fantastic opportunity to work hand-in-hand with clinicians to develop high quality services for our patient population.”
Executive Director of Strategy and Transformation for the Hampshire and Isle of Wight Partnership of CCGs - Ros Hartley
Ros joined the NHS nearly 20 years ago through the NHS management training programme and has accumulated a wealth of managerial and director level experience across all NHS sectors including mental health, acute care, community services, primary care and commissioning.
She has been with the CCG since before it was formally launched in April 2013. Her remit includes mental health, communications and engagement and leading on children and maternity services for Hampshire. Ros also leads on developing effective partnership working with other organisations and local people to improve what we do together.
She said: “my interest has always focussed on working with others to improve care. I really believe that working with patients and the public alongside managers, clinicians and our partner organisations gets the best results"
Managing Director - Ruth Colburn Jackson
Ruth has worked for the NHS since 2002, having started her health service career as a chartered accountant, after graduating from the National Finance Scheme.
She has enjoyed two spells at Frimley Park Hospital; Her first in the Finance Department and her second as Associate Director of Medicine and Emergency Department, within the newly-formed Frimley Health NHS Foundation Trust. In between she spent five years at Hampshire Hospitals NHS Foundation Trust, where she played a leading role in Business Intelligence and the Surgical Division.
Ruth said: “I joined the CCG because I have always worked in hospitals and I wanted to experience the broader system. This is my local CCG and its acute partner is Frimley Health, so I could not have had a more fantastic opportunity than this. I have been involved in operational and delivery roles for the last five years within providers and now I get to experience the same work but from the commissioner’s perspective.”
Away from the CCG, Ruth is mother to two young children and is a “massive” Welsh rugby fan.
Hampshire County Council - Clare Hooke (non-voting member)
Clare is Hampshire County Council’s Area Director for North East Hampshire Adults Services. She is a qualified social worker and nurse.
Clare has considerable experience of working within a variety of community, hospital and management roles and has worked within Hampshire for the past seven years.
She is a member of the national reference group for NHS Continuing Healthcare and is particularly determined to ensure that people with complex care needs are able to access services from all sectors to enhance their quality of life.
She said “I am committed to working with the Governing Body to further develop partnerships to improve the outcomes for individuals requiring health and social care services. I hope to be able to participate in the transformation of innovative models of care that are easily accessible for people living in North East Hampshire and Farnham.”
