Plans back on track after bat man's report

The plans for a small extension at Fleet Community Hospital remain on track, with the anticipated opening of the Integrated Care Centre set for October 31, 2020.

The planning process has been delayed slightly following the discovery of bat activity in the building during an initial investigation. This resulted in the CCG withdrawing its planning application to allow for emergence/re-entry surveys to take place, in line with Bat Conservation Trust guidance.

These surveys are being undertaken to determine the species and quantity of bats and the type of roost. The first survey has identified a single common pipistrelle emerging from the south side of the building. Having received legal advice that this is not a rare species, this should be sufficient information for planning consent, with a full bat report to follow.

The CCG will therefore be resubmitting its planning application to Hart District Council on August 9. This should enable the report to be considered for approval at the October planning committee meeting.

Fleet Hospital Improvements

On 6th March, 2019, over 40 Fleet residents gathered at the Lismoyne Hotel in Fleet to hear about planned improvements being made to Fleet Hospital.

The proposals for the site are to use existing space at the rear of the hospital to create an Integrated Care Centre with co-location of traditional “Community Nursing Team” with a new multidisciplinary “Integrated Care team”. To replace two current clinical rooms and accommodate two additional, flexible clinical rooms and administration spaces to enable the delivery and co-ordination of community services within the local area.

Attendees viewed presentations outlining the reasons for a move toward more integrated care. GPs Dr Steven Clarke and Dr Karl Bennett both talked about what the changes would mean for local people and the benefits to the wider population of working in a new way. The architects working on the project (BPG) shared their vision for the site and talked through the layout of the new areas and how they might be used by patients and professionals.

Local residents asked questions of the project team and gave feedback on the proposed changes. They broadly supported the work and the move towards more integrated working. It was felt that Fleet Hospital was greatly valued by the local community and that improvements would be welcomed.

Some of those present shared concerns, particularly about access, parking, public transport and the impact of new housing developments in the area. The project team was able to explain that the plans included the provision of 19 additional car parking spaces, which would be re-used repeatedly throughout the day, by both staff and patients. The team also explained that they were in constant communication with the local authority, public transport providers, voluntary sector groups and those involved in developing neighbourhood plans to ensure that due consideration of these issues is included in their planning processes.

A number of people asked why a minor injury unit was not being considered. The project team explained that this had been considered in the past and discounted on the grounds that it requires a much higher volume of patients to remain sustainable. A minor injury unit would also impact on transport and parking issues and would not be a viable option for the Fleet area. Instead the focus is on using new ways of working, encouraging people to access services in different ways, seeing the right health professional, at the right time and in the right place for them.
